Nelson Mullins’ Bernie Hawkins Co-Authors New Source Review Chapter for ABA Clean Air Act Handbook
COLUMBIA, S.C. (August 4, 2016)–The complex preconstruction New Source Review (NSR) permitting process is the topic covered in a comprehensive chapter co-authored by Bernard F. Hawkins Jr., a partner in Nelson Mullins Riley & Scarborough LLP’s Columbia office, in the fourth edition of The Clean Air Act Handbook.
Published by the American Bar Association (ABA) Section of Environment, Energy, and Resources, the chapter outlines the NSR program, addressing such items as the program’s history, significant amendments and proposed amendments, greenhouse gas regulation, and the overall NSR permitting process itself.
Mr. Hawkins practices primarily in the areas of regulatory compliance counseling, administrative hearings and negotiations with federal and state agencies, environmental and toxic tort litigation, and counseling on new or proposed federal and state statutes and regulations with a special emphasis on Clean Air Act issues. He serves as the current chair of the Environmental Committee for the Business Law Section of the American Bar Association as well as a vice chair of the Climate Change, Sustainable Development, and Ecosystems Committee of the ABA’s Section of Environment, Energy, and Resources.
