The General Assembly did not meet on Monday or Tuesday to rest up after last week’s hectic “crossover” deadline activity. They did convene on Wednesday for a joint session honoring the UNC-Chapel Hill men’s basketball team (2017 National Champions, if you had not already heard). The team endured all the speeches with good sportsmanship.
As veterans know, there are methods to circumvent the crossover deadline such as adding policy as a budget provision or “gutting” a bill which already passed one chamber with new content. But the legislative staff did release a comprehensive list of non-revenue and non-appropriations bills that met last week’s date:
Senate Republican leaders are putting the final touches on their version of the state budget and will release it next week with votes expected. The House wants to pass their own version by early June, setting the stage for negotiations on a final budget before the new fiscal year begins on July 1. “Cautious optimism” about that goal is the new catch phrase at the General Assembly.
